The problem with spreadsheet BOQs

Every construction project in India starts with a bill of quantities. The client or consultant issues one with the tender, the estimator prices it, and — if you win — it becomes the contract. After that, the same BOQ is supposed to drive purchase, cost control and every RA bill.

In most contracting firms it does not, because the BOQ lives in Excel:

  • Each tender arrives in a different format, and re-typing items introduces errors.
  • Rates are a single number with no record of how they were built, so nobody can defend them in negotiation.
  • Revisions overwrite each other. Which version did the client accept?
  • After award, site and accounts keep their own copies, and the item numbers drift.

BOQ software should fix the structure once, so the rest of the project can rely on it.

How BOQs work in Indian contracting

A typical BOQ is divided into sections (earthwork, concrete, masonry, finishes, MEP and so on). Each item has a description, a unit, a quantity and — once priced — a rate and amount. Government and PSU BOQs often follow a schedule of rates such as a state PWD SoR or the CPWD DSR, with item descriptions and units taken from it. Private clients usually issue their own format.

Pricing an item properly means rate analysis: building the rate from material quantities and their prices, labour, equipment, wastage, and finally overheads and profit. A good rate analysis lets you see why a rate is what it is and change it when a material price moves.

After award, the contract BOQ is fixed. Changes to scope go through a change order, and billing is measured against the contract BOQ item by item.

What to look for in BOQ software

  • Excel import with column mapping, ideally saved per format.
  • Sections and item structure that survive the whole project.
  • Rate analysis with material, labour and equipment build-up, wastage, overheads and profit.
  • Approval and revision snapshots, so you can show exactly what was quoted.
  • A clean path to the contract — quotation, award and terms — without re-keying.
  • Downstream use: the budget, purchase and RA bills all referring to the same items.

Questions to ask during evaluation

  • If the client sends a revised BOQ after the pre-bid meeting, how do you compare it with the version you priced?
  • When a cement or steel price changes, how many rates do you have to edit by hand?
  • After award, can the QS bill against the same item numbers the estimator priced, without exporting and re-importing?
  • Can a site engineer see quantities without seeing rates and margins?

A tool that cannot answer these is a BOQ editor, not BOQ software for a contracting business.
